DWI - POTSDAM - Village police charged David W. Wangler, 33, of Martinsville, Va., with driving while intoxicated and ticketed him for making an illegal signal less than 100 feet from a turn following a traffic stop at 3:01 a.m. Sunday on Market Street. He reportedly had a blood alcohol content of 0.15 percent. A blood alcohol content of 0.08 percent or higher is considered proof of intoxication in the state.
